Well, it really depends where “near Ueno” you'll be staying. But if the closest train or subway station to your hotel is Ueno Station, then you'd either take the Ginza Line at Ueno and transfer at Mitsukoshimae Station to the Hanzomon Line and exit at “Kudanshita Station”…
or take JR Ueno Station (either the Yamanote Line or the Keihin-Tohoku Line) and go two stops to Akihabara Station and transfer to the Sobu Line and go three stops to “Iidabashi Station”.

I expect some of what you're talking about does go on, although I haven't researched it to get an idea how much. Still, the fact that a 2% of the population minority could establish a monopoly on the entertainment culture, complete with barriers to entry, still suggests that we're dealing with an exceptional minority. For example, I belong to the minority of left-handed Catholics, which is about as big as the number of Jews. Suppose we left-handed Catholics decided to exclude everybody else from the entertainment industry. Obviously, there's no way we could do such a thing.

Consider that the user already has a very fast solution to dimensioning and tolerancing and has no need for pallets or yellow and blue balloons popping up and getting in the way. I have spent most of the day waving my mouse and hitting the escape key attempting to detail drawings.
Maybe the settings in tools options are fine for all this user does. This user never needs to see this pallet at all. When programers add unnessary things (would not call this a feature) yes the software does get bloated. But if they do they must give the users the choice to turn it off. Especially when it interupts the users rutine, takes up screen space, and exicutes something that the user did not tell it to do when the command is issued to the software. Also in general people do not like to be forced or told what to do with no other option. This will make users very unhappy and drive customers away and to software that give them a choice.
