I think it's important to note that baptism isn't available for EVERY infant. An infant must be presented to baptism by his or her parents AND Godparents. The canons around receiving lapsed Christians back, especially if they have communed outside of the Orthodox communion during their period of wandering, can be understood to support these pastoral matters.
